Not so sure... if you consider the fact the neoliberalism and foreign interventionism has been the norm for decades now, opposing change to those paradigms would be, by definition, conservatism. Which would mean that Biden qualifies as a conservative, by an honest, sober assessment of his actual positions. The fact that Trump doesn't adhere to that as strongly as his predecessor and he's still adored anyway by GOP voters is, meanwhile, proof that that the GOP isn't conservative. Conservatism is about preserving what exists and being cautious about changes to it. Trump and his base are utterly indifferent to those things.
The GOP isn't conservative, but rather radical right-wing extremists. In 2016, they loathed the way the country currently was and had been for quite some time, (which is why they had to make it "great again"). What they want is actually radical change, and you can bet they're not interested in being careful or cautious about it.
