Actually, speaking as a former catholic -

Catholics, particularly traditional, have a view that if the government takes over charity and etc. people will become too proudful because they never have to humble themselves (always ass backwards to me because I don't see how government assistance is any less...humbling?) and that people will not care for their neighbor readily since they "don't have to". This is what they teach. I think that is why he suggested a TRUE Catholic, who followed all the dogma, would in fact not be a democrat.
