Well, when you plan an orderly transition over time from one technology to a new one, and a key step of that processes is subverted by external events, you do what you have to do until you can get things back on track. Because they will get back on track, eventually, just like with the other progressive steps experiencing setbacks here. The trajectory of history is obvious. People who feel threatened by it can at most delay it and cause widespread suffering as they do so.
