I know I've read that one's enneagram type does not change. I am wondering, however, how different it might look at different points in one's life, such as when one's wing develops more. If you are having trouble deciding between two types which are next to each other, what's the best way to figure it out?

I'm guessing that you're having trouble with knowing if you're a 9w1 or a 1w9.

1w9:
An ideal-seeker that is often angry at the world for not meeting their ideal.
They naturally feel like they have a mission.
They are a competent type that tries to deal with issues in a detached manner.
They are compliant to their super ego first.
They are most fearful of making a mistake.
Their defence mechanism of choice is reaction formation.
They become 4-ish under stress.

Lost childhood message: You are good.

9w1:
An acceptance-seeker that is often forgiving towards the world because they don't think that they matter anyway.
They naturally don't feel like they have a mission.
They are a positive outlook type that prefers to brush issues under the carpet.
They are a withdrawn type first that prefers to have their peace of mind.
They are most fearful of making an assertion.
Their defence mechanism of choice is narcotization.
They become 6-ish under stress.

Lost childhood message: Your presence matters.
