I know that I already answered this one but now I have the time to answer this in detail. It is time to put all the card on the table and that we solve this "dispute" between us.


As I told you, it even isn't that I don't really believe in them. It is just that I find such proposals culturally unrealistic in my national case. First thing you need to understand is the current governing administration in Croatia, which is the equivalent to CDU+AfD+FDP in Germany (center right+hard right+libertarian right, for those that aren't into European politics). In other words I am in reality every German leftist is genuinely afraid of and is having nightmares about. In other words my country/government currently isn't in the mood for anything left wing (or at least what we consider to be left wing in these parts). Therefore what I really think doesn't even matter, this administration has another 3.5 years to go and appears to be stable. What means that they should make this work without snap elections. As a matter of fact we are voting out the left across the country. It is even questionable if the greens will be relevent political factor after next local elections in Spring. The right has won the culture wars and now all of that is getting implemented. What means that we wouldn't really take the path that Germany took decades ago ragarding immigration.


However that is just the foundation of the story, since there is much more in the mix.
Your culture and my culture have one significant element that sets us part. Which is that you didn't have to fight Ukraine style war of idependence in 90s (against red Army) . What really is the elephant in the room here. In other words in the case that you had to hide from aistrikes with your 2 children and that your husband or mother ended up in Red Army concentration camp I am pretty sure you would think about your country and your culture pretty differently. People lost plenty of family and property to have our country and now they don't want to give it to mass immigration and what is seen as "related cultural experiments". We lost our independence in 1102 if I remember correctly and we had to wait for the fall of Communism to formally establish our country back. Therefore there simply isn't too much of appetite for "experiments and improvisation". We were roaming the wilderness for too long to trully forget all those centuries.


So what are the actual plans ?
The main element of the story lays exactly in the dark past. Due to which over half of the nation lives scattered across the world. However most of it is in Germany, Austria, USA, Canada, Australia and Argentina/Chile. Therefore if we manage to tap into this pool and get just 10 to 20 percent of those people to come home or just invest here ... we are out of the woods. What can be done since economy is actually going pretty well over the last couple of years. GDP has plumeted from 85% of GDP to 60% of GDP despite the pandemic, what is because we played our cards in the big picture pretty well. Last week the government even made the rule that all people who come back from abroad wouldn't pay income tax for 5 years. What is major stimulus on a personal level and now that is being expanded to those that are asendants of emmigrated Croats. Since there is plenty of our comunities that live across the world, which never really forgott who they are. What is basically due to spite and as a counter to our dark history. The Prime minister is currently even touring our diaspora to spread the message. As a matter of fact since we have free college program the governent will be giving schollarships to our dispora. What will probably be under the contract that they remain working here after they finish education. Plus for some this may be the opportunity to get healtchare that wouldn't bankrupt you. What is a major perk if you want to run a business. Also as I said we just formed the ministry of demography, which should coordinate efforts to fix the demographic problem before things get out of hand. As we speak the minister is at the meeting with all county leaders from across the country. Which is because they need to make country wide game plan for fixing demograpy (kinedergardens, schools ... etc). The current government has decided to treat demographic problems as existental threat and it is acting in such fashion.


Therefore when it comes to immigration as you know it: that should be secondary and transitionary fix. We never did asyslum thing in a grand scale and I don't think we will start now. What includes giving mass citizenship to foreigners. The only thing that seems to be in play are guest worker programs where people from Global south come to work here for a few years. Since we can still offer them pretty decent wages and conditions next to what they have at home. However this is basically temporary solution until we manage to fix our demography. After all we still have various ruins from the war of independece and Communist malpratice with infrastructure (which recent earthquakes made even worse). Therefore we need unnaturally plenty of contruction workers. Therefore the idea is to use guest workers to boost country enough that diaspora decides to come back in larger numbers. What would basically save the nation and insure that it lives on.


In other words we are doing what we do best: Survival mentality.
If we have to go collectively through the wall and go 120% all in, we will do just that.

Also in my recent "report on demography" I forgot to say a few things. Since for me that was going without saying.
In mix there are also measures and desires that should boost the number of children per mother to some degree. There are measures and policies that should make housing more affordable and of visibly higher quality. What is basically vital if you want to have round up family with children. Also the ministry of health took over all hospitals in the country under it's direct jurisdiction. What made it easy to start the program of their repairs and upgrades, that should be vital for the expanding demographic we are trying to make. After all if the state is in charge of healthcare then it should keep the hospitals fully functional. There are plenty of details in this story but the push to fix demography seems genuine and the problem is being treated as emergency. What at the end of the day is actually the case. Evaporating national population is a concrete problem with quite measurable consequences. Plus you must act while you still have people and resources to work with.
