In a way words can be action as well. I dont think words are not action as such but it depends on the words (As they say the pen is mightier than the sword and theire is some truth to this saying). For example a good book or a speech (Both use words to convey a message) can do a lot more than just punching someone for example. I think its more action vs non-action this is or applying action in the wrong spots.

I think its true, but people tend to suck at pulling meaning out of actions because there are no words.
