Ideal Qualities for a Statesperson/Administrator

I propose an exercise to build the ideal statesperson/administrator character using Dungeons and Dragons character mechanics.

If you were to appoint someone as an administrator/statesperson (hence delegate them rights to enforce rules on you) to decide on the country's needs, the actions to satisfy those needs and collect, manage and distribute finances for that purpose what qualities would you want to see in them?

You can also do the same exercise for any domain where an overseer/administrator/authority is required, such as a residential complex, a department, a school, a household etc.

Once you've decided on their qualities, please convert them to ability scores below out of a total of 84 points. You can distribute points to each ability, in a range of minimum 10 and maximum 18 for each ability.

The abilities for the proposed character are as follows, please copy paste the abilities and put in the proposed score for each ability, and if you will, provide a brief justification why you favored certain abilities over the others.

If I had 7 extra points to allocate, taking the sum to 91 (13 points for 7 abilities each = 7x13=91), I would increase health and charisma and compassion some more like below.

What kind of DnD character would you play with these stats/abilities?

A high Wisdom and Charisma would help with Priest (Divine Caster) classes in DnD and a high Intelligence would help with Wizard/spellcaster classes.

So a mixture of Cleric/Wizard type would suit these stats. A scholar of divine/metaphysics and Sciences/Physics at the same time.

I guess I'll play. I haven't done one of these RPGs in ages. Mine would be even more extreme than yours. I figure the statesperson would have a team that can augment, and if truly wise and charismatic, can pull that team to their side.

I have a tendency in character building to be hyper-specialized, relying on the team to cover weaknesses. I figure if you are looking for a statesperson, I would maximize charisma next, then split empathy and intelligence (assuming you still have a cap at 18).

There is a 5E D&D race that seems ideal

Kalashtar are telepaths, have the most resilient minds, and have true power within the dream realm. Kalashtars are technically unique to the Eberron campaign setting, like a changeling, but these psionic powerhouses are brimming with psychic powers and are finding their way into countless 5e campaigns.

Turns out Kalashtar inhabit host human bodies and exist as two consciences inside the same body. There was a movie called Host exploring a similar subject.

Good thing they made them Lawful Good otherwise it would turn into something like parasytic Goa'uld from the Stargate universe. :)

No, the last time I played tabletop was about 20 years ago I guess. I lost my enthusiasm for it for some reason :)
