I just watched a show on tv where some guy was arrested for setting off fireworks in the street. I imagine some parts of this video were rather illegal too.

Possibly. I did see a part where it looked like he ran right in front of a moving car, so that seemed dangerous if not illegal. Still, it is pretty cool to watch.
