But I never even watched season 4, this became like a Walking Dead show... something I'd watch months later if at all simply to say I knew the plotline. Meh. Kinda gave up.

He got to command the bridge whenever Janeway, Tuvok and Chakotay were on an away mission (and it's common for Starfleet to let command officers and every dep't head beam down on away missions), and if you watch "Endgame," it's pretty obvious he was fast-tracked for promotion after he returned. Most likely he would've been promoted immediately to Lieutenant, and then the standard time it might take to get a LT Cmdr promotion was probably waived due to the circumstances. Also, rank hierarchy doesn't quite mean the same thing for 24th century starfleet as it does for modern militaries--while rank is definitely observed in ST, it tends to be much looser, less of a rigid boundary between rungs on the ladder
