Fe users don't always have people behind them, but once they state their opinion about something, people may come out of the woodwork to support them, or the Fe user will have to persuade people to get behind them. Now, that may be manipulation, but so is most everything else you say to another human being on some level. "Manipulation" isn't as big of a deal as people make it out to be.
