can't turn my phone down pass vibrate

I have a galaxy s3 and lately when i'm turning the volume down it will do the media volume and i manually have to turn down the ringer and it won't go past vibrate. and vibrate is really loud when the room is quiet

I don't know what I'm asking, so don't ask what i'm asking

Download Silent Toggle Widget. Pressing it cycles through regular volume, vibrate, and silent. Or you could hold down the power button and select silent from the menu that pops up. (I'm not entirely sure if the S3 has that though, since I've never owned it.)
