Mostly it's incentive that's been sorely lacking to keep people with nothing better to do from blocking hundreds of people trying to get to their jobs or lives in general.

I wouldn't try to kill anyone if it happened to me, but now I can at least just slowly drive through them without worrying about a lawsuit if someone sticks their toe under my tire.
