If it's just the werewolf vs werecat fighting and the cat is panther sized, then I would say the werecat. But, if we're allowed to consider actual wolf vs cat traits in this, the werewolf would be more likely to have a pack while the werecat would be more solitary. In that case, I would say the werewolf because of the likelihood of having backup.
