You are right of course- that would be foolish! Smart people will often try to extend their opinions into areas they have not really studied well, and expect to get away with it because they are generally intelligent. They don't know what they don't know.

I think where this article goes wrong is in the NF evaluation, and what leads to that evaluation. IN particular there is a world of difference between "people want their feelings taken into account and for harmony to be present in group/social situations" and "our work, social, and other structures are actually 'designed' that way."
The US is almost always seen as being ESTJ in character overall, with "rugged individualism" and something of a "rough and tumble" attitude. We like "take charge" and "get things done." We generally like being seen as "strong", "decisive" , and I would add "pragmatic"/"realistic."M
Brent Massey wrote a very interesting book titled Where in the World Do I Belong?, and spends several pages giving particular examples why he, and people that provided him feedback on their countries, consider the US ESTJ. Kroeger & Theusen talk about this too, and I'm sure many other MBTI books do too.
Basically, I think this guy is some sort of counselor/psychologist/whatever [a field WAY overrepresented by NF's], and basically said "My NF coworkers seem to want the F harmony/feelings thing, as do my clients, and people sitting around the dinner table do too, therefore *clearly* the US is ENFJ." Apparently he forgot all about our love of: hard work, plans, scheduled, deadlines, "pull yourself up by your own bootstraps", etc.

Ugh! While these armchair analyses are sometimes interesting frolics, they should never be confused with a serious, empirically based discussion of personality traits. Plus, this guy obviously doesn't have a sophisticated understanding of the instrument. It is NOT a Cosmo personality test people. Double ugh!

I think its very clear and obvious that Obama is an ENFJ. Fwiw, before him and Clinton, Gorbachev was apparently the only NF "president"/leader of a superpower, and if memory serves correctly the consenses was that he was ENFJ as well.
