What I am curious about, and that this video does not cover, is how this situation came to pass.

Like why can the city not issue permits in a timely fashion? It seems like a pretty straightforward process, fill out some paperwork, pay the fee, get your permit(s). Cities do this kind of permit issuance all the time for things like building permits, marriage licenses, etc. etc. None of this stuff takes years or even months (maybe a few weeks) and they are generally pushing through much higher volumes.

So a secondary market has somehow evolved, it seems highly lucrative for 'permit brokers'. Run of the mill bureaucratic incompetency or outright corruption? One would need to understand the timelines and details of how this came to be.

I googled to learn a bit more about this. It's even more complicated than it appears. It seems one needs five permits to run a food truck in NYC (six if you want to sell liquor).

  2. Mobile Food Facility Permit
  3. Public Health Permit
  4. Food Seller's Permit
  5. Liquor License
  6. Employee Health Permit
This begs the question about which one is being resold for thousands? I infer it is the one called the Mobile Food Facility Permit. This one only costs $50 (I think the $400 price comes from the average cost to acquire all necessary permits).

What is it and why do you need it?​

A mobile food facility permit ensures that the space where you plan to prepare and/or serve food is compliant with local food safety and worker safety standards. You cannot operate a food truck, food cart, or any other kind of mobile food business without one.

How do you get a mobile food facility permit license?​

Different counties will dictate the factors that need to be considered, including what types of foods are prepared on the truck vs. at an offsite prep kitchen, what types of foods are sold (and how high-risk they are in terms of potential to cause food-borne illness), what kind of cooking will be done on the truck (Deep frying? Griddle only? Microwaving?), and how much preparation will need to be done at all (very little for ice cream vs. a lot for burritos).

In order to be approved, a mobile food facility will need to be able to show they are creating a safe and nonhazardous work environment for their workers, providing safe food for their customers, and following safe protocols for disposal of grease and other waste.

If you read the details of this permit, it certainly appears the food vendor needs to demonstrate certain food safety standards are being met. How is that being accomplished with a rentier in the middle of it? It sounds like the reselling/transfer of such a permit should be straight up illegal as not compliant with safety standards.

Making re-selling illegal may not help streamline the process directly, but it would help get the rentiers out of the picture (which should lower costs). It may actually help the process indirectly, as if old permits could not be resold, there would eventually be a shortage of food trucks if new permits are not issued in a timely fashion, which might lead to public outcry over a lack of convenient food truck options.

Some of these you'd need even if you were making food in a home business too.

Of course a business license is needed for businesses, generally.

Tariff chaos once again. I would kind of like the entire world to just stop negotiating with Trump and let the tariffs lie.

I realize this would probably cause a global recession, however, at this point I think it is almost required. Sort of like a body enduring a high fever to attempt to kill a virus. A recession plus high inflation (at least in the US), and a lasting stock market crash may be the only cure for all this tariff nonsense.
