I've noticed that a lot of people seem to think that Asians always get Ls and Rs confused, and make Engrish jokes that don't really make sense as a result.

Yeah, they don't get them confused, the distinction just doesn't naturally occur in the Chinese language. The "L" in Chinese is pronounced with the tongue much farther back in the mouth than the L in English. That's where the R is pronounced as well and the R is definitely not the same sound as in English. So L doesn't get mispronounced as often as R because they're taught to bring their tongues further forward, but the R is mispronounced because their textbooks even teach them to pronounce it with their tongues in the L position.

W and V are also big problem areas.

I taught aural English in China and we would spend hours on differentiating those 4 letters.
