This really depends. ENTJ's aren't usually as brilliant when it comes to nerdy sciences.
We're the ones with the social power. ENTJ's are regarded as the grand alpha male and leader, whereas ENTP's are more of the specialist kind.

Sure, there are great ENTP leaders, I bet.
Sure, there are social failures and retards that type as ENTJ's.

Powerful, though? I couldn't say. I usually don't end up in fights with ENTP's, since I tend to like and side with the few I know.

in my experience, we ENTPs can excel in anything we feel like. no, thats not just my ego talking. ive proven it to myself more than once...you entp-doubting asswipe

that said, if an ENTP did not feel like taking over the world, they'd be more than happy to work on inventing the time machine while trying to seduce the prettiest woman in the world over some drinks giving the ENTJ a free reign over anything and everything except the drinks and the pretty woman...any input on the time machine will be taken into consideration.

Intelligence: hmm not 100% sure. ENTPs can be really smart but so can ENTJs. More likely ENTP though i reckon if your meaning the traditional academic type intelligence.

Charisma: Ah this is tricky! Probably ENTP as ENTJs can isolate people a bit at times as they have a habit of automatically casting anyone aside who they don't consider useful whereas ENTPs will talk to anyone at first even if they cast them aside later. Also ENTPs are more playful and fun! Then again i would say ENTJ are more adapt at using their charisma to get what they want.

Flexabilty: A lot of people would say ENTP straight away but i think ENTJs can be flexible in their own way since their always looking for new ways to further themselves in society and so are adept as using new circumstances to their own ends. So kind of tied.

Leadership: Depends who with tbh. ENTJs are amazing leaders but with lot of types ENTPs really bring out their strengths. Tied again.

Contigency Planning: ENTJ hands down. The very concept of planning is foreign to an ENTP.

ENTJ, because intelligence doesn't matter all that much when you have the social power to manipulate everyone around you. Also they're more organised.

ok, let's tell you about the last time i worked with an entj.
It was a school project, so not getting paid and being supposed to work alot.

The entj kind of had total control over all the phases of the project, worked more than the rest of the team together and yadiyada.

I had the 'outsider consultant' vibe, my opinion and insights were just as important but I was focused on erm, doing the less possible work while giving the illusion of being a very important part of the team.

So in the end we both got what we wanted the way we wanted it.

I don't doubt that ENTPs have the talent to be powerful. I just think that they're motivated differently. ENTJs work consistently to be powerful. I don't feel the same edge from ENTPs.
