Really? I'm not the best conversation starter, but if I prepare a speech, I do a damn good job. (I firmly believe I have an inner ENFP that loves the limelight, which explains why I do stupid things like solo songs and acting and speeches, lol!) But I get really nervous at first. So hm, I dunno, depends on the INFP and the balance of their functions, I guess?

Mostly depends on how the context and how I feel about the topic. Generally speaking, the more formal the context the worse I do. But in informal situations (whether it be addressing 4 or 400) I often do extremely well. When I say "extremely well", I mean that everyone laughs where I was hoping they would (and not uncomfortably), and that nobody avoids eye-contact with me after the speech.
