    That is silly, civilizations don't fall in a decade.
    But upon a 20 second google/wikipedia search (I counted) I found out that:
    a) living for 8 years in germany means you can become a german as long as you haven't been convicted of any crime
    b) your kids can become germans if you have a permanent residence permit OR of course if one of the two parents is a german citizen (and there's already a large non-integrated muslim population in germany, btw)

    so how exactly is it hard to become a voter ...? Especially when you take into consideration that Western countries are pretty much eldorado for these people - why would they want to leave?

    You want to know 'hard' ? Check out the policies middle-eastern countries have: you essentially CAN'T become a citizen, neither can you children. EXCEPT as a RARE exception. I've known people who lived for decades there and are never going to be citizens despite being rich and influencial in their sectors. And western countries should be doing the same thing.
