    Conditioning seems to have an effect, but it would be my guess that the mechanism has genetically innate origins.

    Of course, and in a sense this is completely reasonable. It does not tell us whether or not a person would care, it only tells that they don't because they obviously invest lest thought in something that doesn't come to their attention. The biggest problems emerge when people have been so deprived of information that they don't know how to get information for getting information, or aren't even informed that there is something to get information about.
