All for ourselves, and nothing for other people, seems, in every age of the world, to have been the vile maxim of the masters of mankind.

I think it would be if China actually took steps to accommodate Google. Anyone can stand up to China, but the question is whether they have any actual bargaining power, and in this case specifically a multinational corporation. Evidence of the answer will be the day Google leaves China or China changes its behavior. I think it could be likely that China entices Google to stay, only to show that her promises were empty. We haven't seen the day when the PRC acts like a true stakeholder, she's still using developing world stage antics.
