It depends on how you define it! Primitive semblances of hive minds exist in humanity in the form of collective consciousness and other forms of herd mentality. Ants and bees operate under a social hierarchy that could effectively be described as having a hive "mind".

It's important to remove the science fiction perception of a God or Leader who thinks on everybody's behalf- that's inefficient and unlikely to stand the test of time and natural selection. If a hive mind were to develop in the future, be it on Earth or elsewhere, I think it is likely that it would be like a much more advanced socialist system similar to that of ants and bees.
