An extrovert can be shy and an introvert can be outgoing. Yeah I may not be so "suave" in everything I say, but words and fluency isn't what makes relationships with others 100%.

This. I'm a shy extrovert. I can be extremely charismatic, and people generally like me and think I'm sweet/nice/helpful etc. I can get along with anyone--but I am shy. I get mistaken for an I-type a lot because of that, because a lot of people think "shy = introverted".

Depends. Are we talking perceived social graces and the ability to hold a conversation in a public sphere? Or is being good at being social defined as enjoying the social experience? I doubt one type is better than the other at being social, but I would assume that the E types tend to feel less drained by the experience. It's possible the E type may even feel fulfilled by the social encounter.
