Biggest bicep size without steroids or supplements?

What is the biggest bicep size without supplements or steroids? I know a guy who has been doing manual labor for several years. However, his bicep size never goes beyond 14.5 inches when flex.

Let's assume the person is 25 years old and has a 8% fat percentage.

If I had to take a guess on the biggest bicep size a person can get without the use of substance, it would have more than 14.5 inches. Probably a bit more. I'm really interested on what the answer could be..
