White rice, at least, is not at all healthy.

^^Brown rice &/or quinoa are much better options. ‘Good’ carbs should be rich in both fiber & protein. White rice, white pastas, white breads, etc, are not.

If you don’t like the flavor of brown rice, you can always add a little olive oil or avocado oil (fairly tasteless, healthy fats) & mix in some seasoning blends or fresh herbs/spices. I really like McCormick’s Cajun seasoning blend.

As for price, brown rice in bulk at practically any supermarket is relatively cheap.

It's easy to live on $10/day if you only eat home cooked meals and buy in bulk. It also helps if you only eat two meals a day and reduce your portion sizes to more reasonable sizes. A substantial percentage of the population overeat in developed countries, hence the increased need for more fiber to remain healthy. This linked article explains how soluble and insoluble fiber help to maintain health.

Dietary Fiber: Insoluble and Soluble Fiber

That said, no amount of fiber will help maintain health without physical exertion.
