I don't really burn but i find when i go to the beach for more then a few hours I start to feel really lethargic and my skin is hot to the touch. to the point of I have to sleep for at least a few hours after. anyone else experience this? its like just being in the hot sun for that long doesn't matter if i drink water or not i still feel god awful after that much time in the sun.

Sunstroke maybe? Some people get a fever even.
Try not to stay out in the sun for long periods of time.
If you really have to, put a cool, wet rag on the back of your neck. This will cool you down faster than just putting the cloth on your face. Forehead works too

This is heat exhaustion. You really shouldn't spend that long ("more than a few hours") in the sun. Drinking water will help, but it doesn't outright prevent heat exhaustion. Try not spending that long in sustained sun or heat. Go inside for breaks or under an umbrella or something.
