The idea is than in a crisis, you comfort towards inner rings and dump to outer rings?

Seems intuitive enough.

But how do you decide which ring someone is in, and what constitutes a crisis?

If you are the centre of the crisis, it is your ring, and you define who inhabits which ring. As well as what is a crisis.

If in doubt, it's an indication that you are one of the outer rings. A person close to or initimate with, the befallen, would know where they stand. If you're unsure, it's because you're on the periphery. Then, it's best to exercise caution, and not make it about you (generic) - i.e., dump. Do it with your own circle of rings (not theirs). And if they overlap, find a candidate that DOES NOT overlap.

What if there are multiple crises on going at the same time?

Then that could be one giant centre/crisis, called, "Life is a pile of shit".
