Alas, by and large, they are dependent on welfare.

Although at the moment we are spending extra billions in the Intervention.

The Intervention consists of medical personnel, military personnel, social workers, and police.

The situation is very bad in many communities - so much so there is a bipartisan national effort to address the situation.

And we will keep working at it until the situation improves.
