Elite Squad 1 & 2 (specially the first) are two of the best movies (imo, ofc) I've ever seen, but they didn't get nearly as famous as City of God outside of Brazil. Probably because the idea of justice advocated by the main characters (which are from the Police) is very politically incorrect. They use torture when necessary, and they shoot to kill.
