Can an undergrad submit theses to journals?

I'm not sure what would stop someone from submitting a paper anywhere. I know people in high school who submited papers.

Yep. You can pretty much do anything you want (thank god) - but chances are you will have to pay some fees (100-120 $) and you'll have a high likelihood of your paper being rejected. But still, there's no reason to stop.
