When you see people break the law and get away with it, does it annoy you?

I don't mean you witness a murder or anything, I mean like somebody running a stop sign or some other minor crime.

Not really at all. Now, if three people ahead of me ran a stop sign and then I made a rolling stop and got a ticket for it I would be annoyed. I pretty much try to follow all of the rules.

Not sure if I have told this story before but I had perfect attendance in high school up until the last month of my senior year. Never even thought about skipping. I didn't have the best grades because I never did any homework but I was ok with going because it was a chance to talk to friends. Anyway, I got suspended for two weeks one month before I graduated for packing a model rocket I had built for physics class with gunpowder (it blew up spectacularly!). I was in the local paper and everything because it was considered bringing an explosive to school.
