INTJs don't tend to lead unless they feel it is necessary. I myself am no good at telling people what to do and being listened to.

I would think that an INTJ could be a puppet master behind the public face of the evil empire (the public face would probably be an ENTP or an ENFP- someone who the masses could relate to and feel safe around)
