I honestly can't comment on steak tartare, but I know my mother-in-law can. I prefer my steaks rare to medium rare usually, though I've started to enjoy the more cooked spectrum, too.
I've drunk raw eggs--the white didn't seem to have much favor and the yolk tasted like a sunny-side-up fried yolk, except cold. The ick factor for me was the texture--only lasts a moment, though. Not unbearable.
