    U-Haul registers almost all of its trucks and vans in Arizona because their registration is part of the International Registration Plan (IRP). The IRP is an agreement between the lower 48 states and the 10 Canadian provinces (Alaska and the Canadian territories are not part of the program) that allows commercial fleet operators to register their vehicles in one jurisdiction, and the registration fees are spread out ("apportioned") among the states/provinces that the vehicles themselves actually travelled in on the company's behalf by the state's department of motor vehicles.

    U-Haul's corporate headquarters is in Phoenix. They register all of their trucks and vans in Arizona, pay the registration fees to the Arizona DMV, and the Arizona DMV will give money to other states' respective departments based on the mileage records submitted by U-Haul. U-Haul thereby doesn't have to maintain vehicle registration in any other jurisdictions south of the Canadian territories and north of Mexico: the Arizona DMV does it all on their behalf.

    If bees did go extinct, we could always hire people to dress up as bees and pollinate flowers with tiny feather dusters. Sure it'd be more expensive, but there are also millions of idle teens.

    As far as I know it was just that one guy who was already known to the police as a potential jihadist. Chances are he would not have gotten on a plane. But I am speculating.

    EDIT: Trains also carry many civilians but are softer targets than airplanes. It looks like he was simply trying to cause as much harm as possible without going as far as the Al Qaeda group that blew up an entire trainstation (coordinated explosions on several trains running into the station, IIRC) in Spain in 2004
