I... don't really think so. There would be too much infighting, I think, and assuming that wasn't the case, I think certain groups of people would be more likely to be neglected. We need many separate governments which cooperate with each other, not one large cancerous mass to mess things up...

Monitor what they do to me (talking or such), how they do it, and how they respond to things I do. Also, eavesdropping. I keep it mostly to myself, I think it's better to know people's true opinions than to let them know you know (and then risk them being more cautious).
