    I wanted to find some picture to perfectly illustrate the concept. But 10 secs on google images and I was disillusioned and my brain began to rebel.

    So let's see... in relating to people, maybe it's when someone does something normally humorous without inhibition, not censoring themselves, not being concerned about ridicule or their dignity. There's a cute, endearing quality to silly. It's unpretentious and inclusive. silly.
