My neighbors have their buzz saw out again and my husband's doing some sort of home repair racket that's scaring my dog. It keeps jumping up on me and whacking me in the face with its whip tail. Grrrrr

If you've got a problem with something that someone has been doing, talk it out with them. Don't ask me to talk to them for you. Yes, I'm good at that sort of direct confrontation, but what you're asking isn't delegation -- it's your inability to act like a grown woman even though you're a solid 5 years older than me.
When I followed up with you on this, it was by doing my own research. Not by advocating on your behalf. Because I am not your babysitter, and you need to fight your own battles.
I don't understand how my other friends have such a high tolerance for your drama queen bullshit, but I'm just about done with it. Grow up. And grow a fucking spine.

Are you seriously going to call me and ask what these fees are for?
1. It's all spelled out in the contract
2. We are giving you a SIXTY-THREE percent discount AND waiving the application fee. $75 per student is a damn good deal, when we normally charge $200 and a $50 app fee. So STFU and just pay it.
