Haha so a couple days ago I got to sympathize with the average american female:

I was walking with my earbuds on and a random lady opens her mouth and says something I can't hear, so I take them off and I said "Did you say something to me?"

She was like yes I said hi. so HELLO. *awkward pause*

I'm like "hey..." *walks away fast*

I feel bad for all these women from shy awkward guys who manage to come off creepily, and I've been on that side too. But I have love for my brothers too.

Politicians always say that money is earmarked for this or that, but it's never true. Money is fungible. For instance, let us assume that the Texas lottery money went 100% to education: then that leaves plenty of money in the general fund for other things. Where the money comes from has nothing to do with how it is spent. Nothing.

But yes, that does add a moral veneer to the lottery, however dishonest.
Interesting. That is not at all what I had in mind though. The situation is a bit different here. Lotteries are state regulated but the money does not go TO the state. One famous lottery is Aktion Mensch, which is run by a public television channel and uses the profits for social projects for the inclusion of people with disabilities. Lottery money goes to charity foundations, not the state budget. It's just that the state closely regulates who can run a lottery and for what purposes - it has to be linked to charity.
