Teaching him with nine years old might be hard, but dogs aren't stupid. You'll only need a little more patience.
And yes, choking collar is mean. But if nothing works, maybe you should try.
Training a dog is just being constant, and never surrender before the dog.

Our dog hated Gentle Leader too. She'd cry. She still had to put up with it till she learned to lead correctly. Now we're the ones dragging her away cause she wants to sniff something! (usually something dead)

Try a haltie for walks if he's a pain, stops them pulling straight away but doesn't solve the long term problems.

Why not give him something to pull? Take one dog and one go-kart and go have fun. Dog's DO have roles and they tend to have less fun if they can't do what they're bred to do.

You really need to establish dominance also. The whole pulling thing and not respecting commands could land you in hot water.
Isn't it time for a colourful metaphor?

This, plus most have some sort of side pocket you can put the baggies in. I don't mind picking up my dog's poop, but I'll be damned if I'm gonna carry it around for another 20 minutes.

"The people can always be brought to the bidding of the leaders. That is easy. All you have to do is tell them that they are being attacked and denounce the peacemakers for lack of patriotism, and exposing the country to danger. It works the same in any country."
