That being said, the way everybody on this thread seems to agree and gang up on her makes me uncomfortable and wonder if we are missing something.
Yes, she looks like a tramp. But why exactly is that so bad and why is that a reason to ban her picture (assuming it does not violate explicit guidelines)? Why is (especially female) teenage sexuality such a big issue?

I think the strong reaction to this says more about the society she lives in than it does about her.

But yeah, I wouldn't want my daughter to run around like that.

Really, is this the kind of thing they want haunting her when she goes to look for a high-end professional job in a few years? it seems a silly matter to waste so much time and money on, considering she can still get the picture into the yearbook in a different and more appropriate section of the book.
Does the outfit violate school dress code? If so, then the picture is inappropriate for any section of the yearbook and the parents don't have a case. The codes are in the student handbook that parents have to sign at the beginning of each school year.

It's right there in the next paragraph of the article:

Spies was joined by her mother, Miki Spies, and a handful of fellow Durango High students and alumni in a protest outside the school Wednesday after, she said, administrators informed her the photo would not be permitted because it violated dress code.
