I do, when it strikes me as a particularly good discussion to have. It's my way of saying, "Good, this really needed to be discussed, and I like the way the discussion is developing productively." Meaning I rate it 4 stars. (5 stars would have to be amazing.) Down-rating I don't do, I think.

Thin bar above the top post of the page, next to "Search Thread", it says "Rate This Thread".

    An average between a 2 and a 4? Or a 1 and a 5? Or two 3s?

I've been known to rate my own. Don't hate.

I can see people doing it as a trolling venture, pass it off as humour.

I rate a thread if I think its good, I wish that people would create more threads and get people talking on topics so I do rate any which seem to achieve that and I rate them high. If someone rates a thread low which has been successful at getting people talking on a topic or getting new people to visit or getting people who lurk to post then I'll rate it high to try and counter that shit. Its usually done by people who dont post threads themselves or who only post when they're sniping or snarking at other people who're trying to get discussions going. Which is really lousy and stupid when you consider that its a discussion forum to begin with.

I think it has a point and its a good app or option for use in the forum.

i think i rated a thread once when i realized you could but it was not even a tiny bit fun so i don't get the point.

I'll usually give particularly awesome threads 5 stars, or threads that are good but only got 1 star 5 stars.

That, and I'll occasionally go on rating rampages upon being reminded of the rating feature.

Usually controversial threads, which btw are the ones that keep a forum alive, get a 1 star rating, and when I see that I usually give them a 5 stars rating in order to make the rating fair. It's not like they are 5 stars threads; more often than not they are average threads, but I ''cheat'' in order to make things right. It's not like the 1 star person was being fair either.

I know the question is "who rates threads?" but why should it even matter what the thread is rated?
It has no effect on me.
