German ethologist and cat behaviorist Paul Leyhausen interprets it as a signal that the animal is not posing a threat.
I'd go with that. I grew up with many different cats and I never really saw purring as a sign of relaxation, but as a form of communication. After all, a cat never seems to purr when they are alone, basking in the sunlight or something. They'd feel relaxed, but they don't purr.

I also grew up with a lot of dogs and have seen some of our cats resort to heavy purring when coming in close contact with a dog that appears bashfully playful. It actually throws the dogs off balance in a sense of confusement and causes them to be more gentle. I've always thought that to be quite interesting.

Hee, he definitely likes it. My roommate likes to spank my dog, and she seems to like it. She'd definitely get the heck away if she didn't.

Abused people often grow to like it as well.
