Yup. One of my favourites. That's Dan Butler behind the goggles and William Petersen behind him. A little trivia for fans of "Hannibal Lecter" movies: Dan Butler was one of two actors who appeared in both Manhunter and The Silence of the Lambs; the other was Frankie Faison. Neither played the same character. Butler played fingerprint specialist 'Jimmy Price' in the former and an entomologist in the latter while Faison played a police officer in the former and 'Barney' the asylum orderly in the latter. Frankie Faison has appeared in more "Hannibal Lecter" movies than anyone else (4), including Anthony Hopkins (who was in three of them).

Maybe, I haven't seen either movie in a decade. I just remember being distracted by how 80s-ish Manhunter was... this was a year or two before the 80s started being cool again.

Also, come to think of it this was also a favorite of my roommate at the time. I hated that guy. He generally had horrible taste in movies. That probably affected my view of the movie.

Fair enough. Manhunter is certainly unabashedly "80s". From the sets and shooting locations to cinematography to costume design to score: all thoroughly '80s.

And I can understand how your perceptions of the favourite things of your least favourite people can slowly change for the worse.
