Not exactly, but I will mention the Joker in general, specifically in well-written comics and also the Dark Knight. He probably is my actual number one villain of all time.
I find God to be a much better villain than Satan, especially in the Old Testament. Oh, and because the non-omnipotent Satan can basically only operate and have a Hell because the omnipotent God permits it, so even the things Satan did can kinda be rolled over onto God. As Richard Dawkins noted: “The God of the Old Testament is arguably the most unpleasant character in all fiction: jealous and proud of it; a petty, unjust, unforgiving control-freak; a vindictive, bloodthirsty ethnic cleanser; a misogynistic, homophobic, racist, infanticidal, genocidal, filicidal, pestilential, megalomaniacal, sadomasochistic, capriciously malevolent bully.” Besides, in the Bible God has 2,400,000 confirmed kills in the Bible, and estimates on unnumbered killings (the Great Flood being probably the largest, but also the first sons of Egypt, etc) puts semi-conservative guesses at 33 million, not to mention what he did to people like Job. Satan killed 10 people in the Bible.
Also, I'm a fan of Iago from Othello.
And I have a soft spot for Randall Flagg.
In response to Ursula, I think Scar is Disney's best bad guy.
Also, of course, the best action movie villain of all time: Hans Gruber from Die Hard.
