At least 3 native English speaking people have said me to be the most fluent speaker of english they've met in their lives, outside of native speakers of english.

I've watched a lot of tv shows as a young child, and I mimicked their speak patterns out loud. I also tried to talk a lot of material I've read.

In my experience, nothing beats immersion. Sure, it's neither a requirement nor a guarantee. Some people just don't have a knack for languages and come away with the understanding and vocab but seem tone deaf when it comes to speaking - so they never come close to sounding native.
And some have a natural facility that makes them not need the immersion. But immersion will help either of those cases dramatically.
