One horror film that I think is very potent that hasn't been mentioned yet, probably because it is usually lumped in more with sci-fi, is "Invasion of the Body Snatchers." There are at least 4 major versions of this film, but the 1970's version with Goldblum, Sutherland, and Nimoy is by far the best. The horror of their screams is by far the most palpable in this version. For some reason, watching the story unfold in the 70's with a slightly grainer film image is somehow more unnerving...

Invasion of the Body Snatchers (1978)

I love Asian horror movies too, but let's be honest; most of them concentrate on style and symbolism at the expense of a coherent plot (Audition was a notable exception to this trend). Hell, Suicide Club/Circle remains one of my favorite movies, but I have yet to come across anyone who could explain the plot to my satisfaction...

Shyamalan has talent, but he has totally lost the plot. And I say this as a Philly guy.

Not necessarily the scariest horror movies I've seen (some might not even properly qualify as "horror"), but some of my favourites:

    Dawn of the Dead (remake)
    28 days later
    Blair Witch Project
    The Descent
    Dog Soldiers
    Resident Evil
    Cloverfield
(haven't met many other people who liked this though)

Lots of surviving-the-end-of-the-world fare there. And while I can't include it in my list because frankly I didn't enjoy watching it, I thought The Ring was a good creepy horror movie which deserves a shout out.
