    It's totally impractical because it cannot be adequately enforced, at least not in a free society. It would lead to an immense amount of violence due to human trafficking (see prohibition and the drug war). Imagine how common kidnapping would become in this sort of system. You think parents are worried about something happening to their kids now, imagine how paranoid they would be if babies were effectively currency. This would be horribly destructive for society.

    Honestly? They never made a license for having children because they all knew that nobody would pass the test and humanity would go right to the list of endangered species.

    I think the opposite would happen.

    Given that a certain amount of population is required, and given that there are relationships between planning, impulse control and intelligence, the odds of higher average intelligence (shifting the of the curve up) is at least probable. Currently the opposite exists, with parents with lower IQs generally having more kids. This causes society as a whole to suffer (in a broken window sense).

    The only reason is because it isn't feasible and sex is such a primal force that any attempt to monitor or control it backfires and/or causes serious imbalances.
