alright, so here's the deal:

1. describe an exception to the solution provided above you (thus dismissing it).

2. provide another solution to the Fermi paradox.

Here's a few ideas:

1) The speed of light is fixed, and therefore the distances in the cosmos are too vast to be traversed. There likely are civilizations, but they can't contact us directly.
2) Since there have been no positive results from SETI, there are few technological civilizations. We have no evidence that anyone is sending any information, not even something as crude as radio/TV transmssions. There is no evidence of anything done by an intelligent life form...so far.
It may be that life is common in the universe, but intelligent life is not. Therefore the earth may be a 'typical planet' in a typical system, but the conditions that led to the forebrain and higher cognition are much less common.

exception: on a planet with an extremely long ecliptic orbit (due to the pull of super gas giants), the surface is only habitable some of the year (which lasts quite a few earth-years), while being locked under sheets of ice the rest of the time. while the majority of life is amphibian or oceanic, all life on land has evolved a natural cryogenic system to hibernate through the extreme winter. out of that ecology, an intelligent tool using species arose to take to the stars, armed with the natural ability to survive the journey of any length & wake up when the ship (or emptied out asteroid or whatnot) reaches close enough to the orbit of another star.

new theory: survival of the stealthiest.
most intelligence tool using species have figured out that the universe is quite possibly full of hostile life of unknown power, so they transverse space with extreme stealth to avoid detection, masquerading as natural phenomena wherever they go. encrypting their communication so well that it looks like background radiation, if any. the species that didn't do that found out that the species that did go the the stealth route were right.

exception: except for the planet of emos, when they go pass that they uncloak cause they know that all the planet would start to immediantly cry otherwise cause it cant see them. That would result in a chain reaction which would turn planet emo into an oceanic planet what would be dramatic to the amount of makeup the people wear.

new theory: The fact that the universe is to our observers red-shifted and that it is moving away from us is a sign that maybe something could be wrong with time (and the present existance of every civilization in the same time). According to the twin paradoxon following the concept of time dilation, if you want to travel to the Andromeda galaxy, which is 2 million lightyears away and you need to do that about 56 years to get back and forth; in the meantime on Earth 4 million years would have passed.

Exception: The universe is billions of years old. There has been plenty of time for alien species to visit or contact us regardless of time dilation. Besides, species local to the Milky Way Galaxy would not lose such large amounts of time due to the smaller distances they would need to travel to arrive which would raise the odds of them discovering us.

New theory: Gravity Well dilemma.
The species need to use too much terrestrial energy in escaping their planet's gravity well. Whilst limited space travel is achieved the less than hospitable conditions in the star system make self-sufficient colony planets virtually impossible. Eventually resource depletion on the home planet (fuels, metals etc.) means that escape velocity can no longer be achieved and civilizations on the home planet regress. The extra-terrestrial colonies wither away and die due to loss of connection.
