    John Quincy Adams - Paid off the national debt, developed American foreign-policy and basically created the infrastructure of the US as well as being a born diplomat. He's always high on my list.

    George C. Marshall - Developed the plan to rebuild postwar Europe, helped create NATO and was the first solider to hold the office.

    Henry Kissinger - I don't know that people are aware how much foreign policy exists because of him. Mostly he was involved in such a power struggle with Nixon, you have to wade through all the stuff that was going on at the time. He always seemed to me like a really interesting person, someone you would have dinner and many after dinner brandies with and not even care if it was 3am.

    He oversaw the Louisiana Purchase as secretary of state but I agree, he is more known for other accomplishments.
