I think so yes. Propaganda always takes the emotional, knee jerk reaction route. Propaganda won't lay out options, facts or truths, it will say what it needs to in a way to mold your thinking. It may use exaggerated truth at some point but that's the key, exaggerated. It all is. Not all propaganda is harmful or bad though. I always liked these but they're still propaganda.

Apparently Falcarius is the only person dinosaur in the western world who remembers when Richard Fuld, Fred Goodwin, "Hank" Greenberg used to be wealth creators. And, judging by how everyone from Saddam Husain to Bin Laden to Hosni Mubarak seemingly went to best buddies forever status to bogeymen overnight, it would be more than reasonable to assume that propaganda is very much alive and well.
Seriously, watch a news broadcast on the War in Eastern Ukraine and ask yourself: "Is what Russia doing any worse than the second Iraq War?", then ask yourself: "Was it reported that way? If not then why not?".

Just about anything blasted via media outlets is propaganda. An effective way to reduce it's effects is to switch off media, but that's by no means conclusive. If it's human....it's selling something, usually an idea.
